"Have the heating system professionally inspected and serviced annually to ensure proper operation" is CPSC’s wording, and it is a safety recommendation about combustion and venting rather than an efficiency suggestion.

Hot water or steam

Two systems share the name boiler and very little else. Steam distributes vapor and returns condensate by gravity; hot water pushes water round a loop with a pump and holds it under pressure. Radiators can look identical from the room.

The boiler tells you which: a sight glass means steam, a pressure gauge and an expansion tank mean hot water.

Ask what the pressure on the gauge should read for this system and what it reads now. On a hot water boiler those two numbers explain most of the complaints people call about, and almost nobody is told what the target is.
